No it will not stop the probes. All it will do is, that if the program or
daemon which uses the tcpwrappers begins to run, it will first check that
database and disconnect. (Or tcpwrappers will do that before handing off to
the daemon). But the probes will still come.

No idea what format you are trying for here.
You might want the first line but the second makes no sense.
Note that /host/allow is checked first, so if you have say
sshd:ALL
in there that will take precedence.
