What makes you think you need to tune the kernel? The message is
originating from xinetd by the looks of it. So check your
/etc/xinetd.conf file to see what's in the shell service section. In
particular, look for "instances", "per_source", "cps" and other options
that pertain to the maximum number of connections. See 'man 5
xinetd.conf' for more information.
