Default /etc/hosts.deny block http

Hi
I am using FC4, why /etc/hosts.deny can't block http request?

Based on all the information provied, I would assume what ever
application servicing the http port is not compiled with tcpwrappers
or you do not have /etc/hosts.allow/deny set correcty.

If me, I would use the firewall for blocking.

Because apache does not use tcpwrapper.
