Default recover deleted data

hi! I need to write a software that recovers deleted data on a Gnu/
Linux based ext3 file system. The only Idea I have is to read about
ext3 design and implementation and my work my way around from there.
Please tell me if my approach is correct. And if I am wrong, where
should I start from.

It's already been done, and the program is called "foremost". The file
system doesn't really matter.
